Special Selectmen’s Meeting

December 27, 2007

 

1.0     Meeting convened at 6:32 P.M.; Pledge to flag followed.  Selectmen present: Muriel Bonin (Chair), Glenn Ridley, and Mark Russell.  Guests:  Eric Seaman.  Town Manager (Steve Musica) also present and served as secretary.

3.2     MPBC Tower Lease

Board reviewed final lease working manager had developed with MPBC and LFD’s Bruce Slattery.  MOTION made by Mark Russell, and seconded by Muriel Bonin to sign lease agreement as presented tonight for antenna placement on MPBC Tower.

                                                          PASSED:  3-0-0

Selectmen questioned where LFD planned to take installation costs? (Estimated at $3K)

4.3     Litchfield Academy

          A recent insurance inspection from MMA’s Property/Casualty uncovered numerous, small (mostly electrical) problems, that needed attention for compliance purposes.  Mrs. Bonin would arrange for corrections and notify MMA.

4.4     Parker Lake Shores

Manager’s 12/18/07 memo to Board discussed.  Further, more in depth investigation by him on Town’s ownership/responsibility of beach and road areas was creating more questions than answers.  He advised using legal monies for a deed study and legal opinion on what options Selectmen had on said properties.  Selectmen asked who did the Smithfield Plantation deed study.

4.1 & 4.2 Doris Parlin  & Lezley Sturtevant

          Mrs. Bonin led a discussion on these office staff each requesting less hours and to hire an employee to (basically) work from 2:30 p.m. to closing.  Questions surfaced whether Becky Lamoreau could fill shift, should the office change back to Monday-Friday; can Lezley wait for a while until this is resolved.  Manager felt this was a job for the new manager.

5.2            MOTION made by Mark Russell, and seconded by Glenn Ridley to approve Town Payroll Warrant #13 for $17,357.69.

PASSED:  3-0-0

5.1              MOTION made by Mark Russell, and seconded by Muriel Bonin to approve Town Voucher Warrant #13 for $61,971.01.

PASSED:  3-0-0

5.3            MOTION made by Mark Russell, and seconded by Muriel Bonin to approve School Payroll and Voucher Warrants #13 for $117,238.26, and #13 for $58,310.94.

PASSED:  3-0-0

6.0            Gardiner Library letter of support noted.

3.1              Town Manager Search

At 7:22 p.m. MOTION made by Muriel Bonin and seconded by Mark Russell to enter executive session pursuant to 1 MRSA 405 (6)(A).

                                                          PASSED:  3-0-0

Board came out of session at 7:54 p.m.

MOTION made by Glenn Ridley to contact candidate A for further negotiations.  Died for lack of second.

 

MOTION made by Mark Russell and seconded by Muriel Bonin to authorize Mr. Ridley to negotiate with candidate B using current manager’s base contract.

A special Selectmen’s Meeting to be held January 3, 2008 at 6:30 p.m.

 

MOTION made by Mark Russell and seconded by Glenn Ridley to authorize chairman to negotiate with Steve Musica for a contract rate $/hr. for estimated 10-20 hours “clean-up” work and/or consulting with new Manager.
