SPECIAL SELECTMEN’S MEETING MINUTES
October 1, 2007
1.0 Convened at 7:00 P.M. in the History Center. Pledge to Flag followed. Selectmen present: Muriel Bonin (chair), Glen Ridley and Mark Russell. No Guests present.
Town Manager, Steve Musica, present and served as secretary.

4.1 Comprehensive Housing Assessment Contract
4.2 Strategic Planning Committee; Update
3.1 Tax Commitment
Manager said Jim Murphy made additional adjustments – stemming from potential errors identified at last meeting. Total adjustments from notice mailing to date equaled close to $5 million.
Tax rate calculation forms with various mill rate vs. overlay amounts distributed. Following discussion and on MOTION made by Mark Russell and seconded by Glen Ridley to set the tax commitment date at October 1, 2007 and set mill rate at .0121 for 2007 – 08 taxes.
PASSED 3-0-0
First tax payment due 10/31/07.
4.1 Housing Assessment
Manager updated Board on first Housing Rehabilitation Committee meeting last week. Renaissance Planning Associates contract reviewed.
MOTION made by Mark Russell and seconded by Glen Ridley to follow Housing Rehabilitation Committee recommendation and contract with Renaissance Planning Associates for comprehensive housing assessment study as detailed in their proposal dated 9/19/07.
PASSED 3-0-0
(Contract Amount $11,000)
4.2 Strategic Planning Committee
Mr. Ridley updated all on S.P.C.’s progress in formulating a questionnaire in conjunction with developing a Growth Cap Ordinance to present to the Town in June. Some disagreement on “cap numbers”. A November Sodalite insert will prepare voters on what to expect at November polls.
3.2 Town Manager Resumes
At 7:21 P.M. and pursuant to 1 MRSA Section 405 (6)(A)
MOTION made by Mark Russell and seconded by Muriel Bonin to enter executive session.
Chairman brought out at 8:05 P.M.
Manager directed to contact four former Litchfield Selectmen to be on a review team for interviewing Candidates. Schedules to be set at 10/8/07 meeting.
