October 1, 2007

 

1.0 Meeting convenes at 7:05 p.m. at the Litchfield Town Office

1.1 Members present: Eric Seaman (chair), John Hatch, Judy Rogers, Mike Seaman arrived late; Robert Gordon’s absence is excused. Guest attending: Gayle Nyberg

2.0 Minutes of September 4, 2007 submitted for approval. John made motion to approve as written. Judy 2 nd motion and vote 4-0-0.

4.2 Dave Katula – 1435 Richmond Road – wants to gift a lot to his daughter, but only has 390 feet of road frontage; a new lot needs 200 feet. Katula’s lot is originally a subdivision; any changes to the lots need Subdivision review. Eric read aloud a letter from Katula’s surveyor. The board can consider Dave Katula’s inquiries this evening as sketch plan process.

4.1 Public Hearing regarding Shoreland Zoning Ordinance amendment, 7:28 p.m. opened by chair. Eric read a letter from guests Nyberg & Williams. No other comments. Mike made a motion to close PH and Judy 2 nd. Vote 4-0-0. Need to send a memo notifying the Selectmen a Public Hearing has been held and the Planning Board’s recommendation stands. Judy made a motion to send memo to the Selectmen, Mike 2 nd and vote 4-0-0.

4.3 Marvin Allen letter – Eric made a motion to accept Marvin’s resignation with regret and send Steve Musica a memo notifying the Selectmen of the resignation. Mike 2 nd and vote 4-0-0.

5.1 Subdivision Ordinance – PB reviews the current Ordinance for structure content and purpose. Mike feels the definitions should be the same across all the ordinances. Eric explains definitions mean something specific for each ordinance; can’t make them universal. Steve Ochmanski asked if the model Subdivision Ordinance from MMA would be helpful. Eric asked the board if they would like to invite a planner to assist reviewing the ordinance. The board is capable of deciding how to form the ordinance, then consult a planner later in the process. The group in general feels a planner could be beneficial. John and Judy would like to reorganize the ordinance to make the document easier for the user. They discuss the differences in types of subdivision: minor, major and open space. Pick up with Section 7 next meeting.

4.4 October 15 th Planning Board Meeting, 6 p.m. does Steve O. need to attend?
