COMPREHENSIVE
PLAN ADVISORY COMMITTEE
MINUTES
Nov.
14, 2002
The
Comprehensive Plan Advisory committee met with the following members
present: Judy Bourget, Bruce Heintzelman, Mary Parker, Carol Bailey
and Rayna Leibowitz.
Land
Use Ordinance: The Land Use Ordinance failed by 36 votes. There
may be a special Town Meeting after the first of the new year for
a school funding issue and that may be when the Land Use Ordinance
again surfaces for a vote. There are expected to be some opportunities
for some public information sessions before then. No contact has
been made with the Planning Board to learn their intent
It
was felt this Committee will need to focus attention on the implementation
strategies of the Comprehensive Plan at the next meeting on Jan
14, 2003. After that, quarterly meetings may be adequate.
Conservation
Commission: Judy reported their next meeting would have a speaker
from Kennebec land Trust for a discussion of land trusts, with special
attention on some of the Town-owned properties. The Audubon Society
will be providing a speaker for their Jan. 8, 2003 meeting at 7:00
to discuss open spaces. The Dec.11 meeting will include information
about grant writing. Judy advised any development of Town owned
property for trails may require the vote of the town. She advised
the Smithfield Plantation Committee has reactivated. DOT has been
approached to include bike paths in any planned construction projects
they do in Litchfield.
Historic
Preservation Commission: Rayna reported the Historical Society is
re-forming. There have been some meetings held and a draft set of
bylaws and constitution has been presented. Watch the Sodalite for
their meeting dates, normally scheduled late in the month. Reprints
of the 1895 Litchfield Town History will be ordered so delivery
will be in time for Christmas. The publisher will be printing some
extra copies that will be offered at a substantially higher price.
The next round of work planned for the Town House Museum has been
approved by the Selectmen with the acceptance of a not-to-exceed-this-amount
estimate. This will be picked up again in the Spring. Some sill
work was required on the north wall of the Litchfield Academy building
and has been completed with costs shared between the Selectmen and
Litchfield Academy Trustee funds. It has recently been determined
that the asphalt shingles on the roof are in very bad condition
and will need to be replaced. The Commission discussed the possibility
of conducting some fund-raising activities to help with the costs.
Perhaps a Buy a Square or Half-Square but
it will depend on cost estimates. Some initial work has been done
at the Purgatory Burying Grounds aimed at repairing the door to
the vault, identifying anything possible about the remains that
are in the vault and clearing the burying grounds of some of the
smaller brush and small trees. The large trees will be left. An
inventory of older homes was started by Delmar Smalls late
mother back during the 1975 Bicentennial. Delmar has picked it up
as a project, trying to photograph and document some of the history
on any home more than 100 years old. There are a surprisingly large
number of them. Helen Hutchins is helping by photographing them
with her digital camera. This will allow a paper copy as well as
a digital copy to be retained.
Still
trying to involve school children in some local history related
efforts.
Economic
Development and Transportation Committee: Rayna reported the committee
is still plagued by low attendance. A letter of inquiry was sent
to a bank in Gardiner regarding the possibility of a banking location
in Litchfield and they are exploring the feasibility of providing
one. The next meeting will be Jan.15, 7:00 PM at the Litchfield
Academy.
Recreation
Committee: Judy reported they are busy with sports. A Seniors trip
and dinner was reported in the Sodalite.
The
next scheduled meeting of the Comprehensive Plan Advisory Committee
is scheduled for Jan 14, 7:00 at the Town Office.
